An official at Russia's aviation authority said China refused to supply Russian airlines with aircraft parts after Western sanctions, as reported on Reuters. Multiple media reports show the Chinese state-owned aerospace and defense conglomerate have helicopter ventures in Russia.
Our Moral Verdict

We are rating this company based on ignoring any actions it took in response to Western sanctions governing aircraft parts which the company might have respected.

The company has deep ties with Russia on the development of helicopters and airline programs and we have seen no Announcement on these activities. It's hardly surprising. A Chinese state-owned aerospace company would not be able to take its own moral actions without government approval which would involve a change in government policy across the board.

Like many Chinese companies, its Russian Activities don't constitute too much Exposure, yet it wields a lot of Power. Since this falls into the aerospace and defense sector, and specifically because of the helicopter ventures, we assessed it at 10 in Power.

According to China’s steel industry news platform STCN, CCC is involved in a range of Russian infrastructure projects. We have not monitored any withdrawal Announcement.
Our Moral Verdict

In line with the Chinese government’s Belt and Road Initiative – which includes a steady economic invasion of Russia – China dominates large Russian engineering and construction projects. It’s therefore not surprising that we have not monitored any engineering projects in Russia from the largest Western companies in the world. As a result, although Russia isn’t dependent on any particular Chinese group, in this sector it is dependent on Chinese investment and expertise. We are not holding our breath for any of the major players in this field – neither CCC, nor its compatriots, China Railway Engineering, China Railway Construction, and China State Construction – to exit Russia. They all continue to build landmark Russian projects, further deepening the ties between the two countries. Far less a chance that they would gang up to undermine Russia.

This is a great pity because a concerted action would be a fantastic Pull the Rug opportunity to hit Russian infrastructure in the years to come, along with the Ripple Effect on other sectors and employment. We know we are dreaming, but it’s worth pointing out the power and corresponding opportunity that is lost as a result of China’s policy of silence and support of Russia from a geopolitical point of view. This is the same sorry story of inaction and silence by companies in the sector, which have neither moral conscience, nor any pressure from customers or their controlling shareholders that are conveniently the Chinese state. Indeed, not one of the ‘failing four’ has made any Announcement.

Nippon T&T has pledged a $2.5 million donation for humanitarian aid in Ukraine and neighboring countries. It also stated it hoped peace in Ukraine and the world will be restored. It has not made an Announcement about its office in Moscow.
Our Moral Verdict
We don't have a clear picture of NTT's Activities in Russia beyond that it has had an office. We haven't monitored any Announcement about a closure. This doesn't seem like a meaningful player in the Russian market, but it needs to confirm that it will withdraw, nevertheless.

The company owns the popular WeChat messaging and network service with 1.2 billion users. In the past, it bought 10% of a Russian internet service digital business for $300 million.

According to Financial Times, "a joint letter denouncing Putin's invasion" signed by five academics was deleted after circulating on WeChat. Separately, WeChat said some users were "fabricating false information" about Ukraine and called on users to maintain "an objective and rational attitude".

The company was asked directly by Mykhailo Fedorov of the Ukrainian government to withdraw online games from Russia.

Our Moral Verdict

Tencent is about as immoral as you get among companies involved in Russia. In addition to not making an Announcement and not responding to pressure from Ukraine, the company has actively undermined the effort to expose the Russian government.

Worse than that, Tencent is what we call a Reverse Boycotter, a company that actively refuses to take sides or takes the boycott backwards. The Chinese company has become an extension of its government's censorship of information and opinion in Russia about the war. Traditionally, WeChat has been one of the principal censorship tools of the Chinese government but now Tencent has put WeChat at the service of a sister autocracy. It doesn't surprise us at all yet it's of no satisfaction to see one's worries come true.

The company technically has the Power to cause a lot of trouble for Russia, but it has already nailed its colors to the mast, and we don't think it is going to suffer from consumer pushback for its behavior: the company has been doing this for years in China and it's hard for consumers confused by propaganda to react when they are then censored.

The company classifies its activities in Russia as an investment, called AliExpress Russia (a joint venture, of which it owns 48%). AliExpress Russia currently controls about 10% of Russia's e-commerce market. Nikkei Asia first reported via an "employee with knowledge on the matter" that "its joint venture in Russia has laid off about 40% of employees since the invasion of Ukraine". This is believed to be a result of Western sanctions' impact on the Russian market, leaving these positions untenable for the company.
Our Moral Verdict
We were not sure whether we should compare Alibaba morally with Amazon, to show the contrast, or with fellow-Chinese company JD.com, to show the moral similarity. One is a comparison of apples and oranges and the other a comparison of two rotten apples. Comparing a company from a democracy with one from a totalitarian state is dramatic but perhaps obvious. We will look at Alibaba both ways. Amazon is one of a handful of companies in the world that has been able to get out of Russia completely. We graded it Full & Complete twelve days after the invasion. Alibaba is at the opposite end of the spectrum. It's a pity that the two companies don't have the same customers because the moral difference might win Amazon a lot of new users. Like JD.com, Alibaba operates in Russia with its strong local partner, with Alibaba owning 48% in AliExpress. Both JD.com and Alibaba ship Chinese and foreign goods into Russia from their own China-based platforms. Both have the Chinese government as cover for their inactions and both stand to gain from Russia's increasing dependence on trade with China. Indeed, we could say one is copying the other, were it not for the fact that inaction has no date to show which failed to act first. The only difference we see is in Exposure level. Alibaba's 48% stake in AliExpress is worth $3.2bn (1.25% of Alibaba's own market value), which translates to a 3.8 Exposure Score. This compares to JD's Exposure level of 2. So, mathematically, we can say that Alibaba is 75% less likely, or at least less motivated, to leave Russia. Unless of course one chooses to be more moral than the other!

It has not made an Announcement regarding its subsidiaries and suppliers in Russia. Energy Intelligence Group reported that as of March 11th, some shipments of blend crude oil from Paramount Energy, a lifter that "picks up the barrels of small Russian producers", are "going directly to Chinese end-users, principally ChemChina and Unipec."
Our Moral Verdict
It looks like business as usual for ChemChina, at least in that it has continued to import Russian oil after the invasion. If it had instead taken action against Russia, it would have been one of the exceptions that prove the rule. It is hard not to stereotype a Chinese state-owned company on this subject, by feigning surprise at their inactions or identifying any individual strategies behind them. A company without consumers, much less Western ones, under the probable influence of the Chinese government, and looking at cheaper crude oil from Russia, would indeed surprise us if, with this elixir of freedom, influence, and temptation, it had the strength to switch off the tap. In response to its recent crude oil imports, we can't call ChemChina a Reverse Boycotter because we have no way of knowing if the company has increased its imports compared to pre-invasion levels.

FAW has not made an Announcement about withdrawing but since January 2020 its website shows that it wants to expand its exports and services in Russia.
Our Moral Verdict
China's second largest car producer (3.5 million cars/year) needs to stop selling cars to Russia and join Western auto producers in cutting Russia off. The other major Chinese automakers (SAIC, Dongfeng and Guangzhou Automobile Industry Group) have also continued working with Russia and say very little (apart from GAIG). Each wields psychological and strategic Power over Russia which can be realized with such an action, beyond its own small economic impact.

On 28 February, Guangzhou Automobile's GAC Motor unit in Russia said that it will expand its dealership to sell the GAC cars to Tver, Yekaterinburg, Tyumen, Rostov on the Don River and Moscow. It added, "As the year goes on, GAC MOTOR branches will spread to locations deeper into Russia, creating more contact points with this crucial market and helping establish GAC MOTOR as a widely known and widely available brand in the country. GAC MOTOR looks forward to bringing more of the best of Chinese automobile technology to Russia, and using this as a blueprint for further expansion into urban centers around the world." It entered Russia in 2019.
Our Moral Verdict
Four days after the invasion of Ukraine, when most news was about companies quitting Russia, Guangzhou Automobile was going in the other direction. It's remarkable that the company's unit was proudly announcing its expansion. It is also completely out of keeping with Chinese companies, which have been keeping a low profile. We suspect the local team didn't communicate with head office about the announcement. In any case, it's a rare window on what is happening behind the scenes in a Chinese company after the invasion. Guangzhou Automobile is China's fourth largest car producer, and it needs to turn around. The other major Chinese automakers (SAIC, Dongfeng, FAW and Guangzhou Automobile Industry Group) have also continued working with Russia but they have said little to nothing about the war. Each wields psychological and strategic Power over Russia which can be realized with such an action, beyond its own small economic impact.

Notice

The entire website and our rating methodology are based on a company’s involvement with Russia being measured by Announcements.

We measure this against the ways a company can be involved with Russia through its Activities.

Please also be aware of the Scope of our research, limitations due to Incomplete Information, our Rating Methodology , and our policy relating to any Errors, Omissions & Corrections.

Also, be aware that brands carry the rating information of the company that owns, controls or is associated with them as defined more precisely in Brands Displayed.

The basis of “Rating as of” date is explained here.

Want to give us information on a company?

We will be extending our service from the top 200 companies in the world to the top 500. We are interested in information about their continuing involvement with or in Russia from reliable published sources.

Want to suggest a correction to your company?

If you represent a corporation and feel it is inaccurately or otherwise unfairly presented, you should email us in the window below a scan of a document signed by a director of the ultimate parent company (“Parent”) we listed on the site, stating your position about our information as of the ‘Rating as of’ date listed below our information providing a clear factual statement in support of your disagreement in such a manner and in sufficient detail that we will be able to re-rate the company in accordance with our Rating Methodology. If you do not provide sufficient detail, we will not consider re-rating and do not have time to engage in discussions but will solely consider sufficiently comprehensive information via this process.
