ENEL operates locally via its 56%-owned subsidiary Enel Russia. This company has three gas-fired power plants in Konakovskaya, Nevinnomysskaya, and Sredneuralskaya, as well as two wind power farms in the Rostov and Murmansk regions.
On 17 March, according to Reuters, CEO Francesco Starace flagged its intention to reduce its Russian exposure.
Four days later via Bloomberg TV, he told the interviewer “with regret I think we have to fold” and said this would happen in a "matter of months". He described the Russian situation as "unpalatable and impossible".
The power of the media and public opinion should not be underestimated. Before the Bloomberg TV interview, we had classified Enel’s statement about the intention to reduce its exposure in Russia as a Red Herring because it wasn’t a real commitment. However, in front of the television cameras, ENEL’s CEO suggested it would in fact need to leave Russia. While the statement wasn’t helpful about what, when and how the company would achieve this, it seems like he put a nail in the coffin by using the word “unpalatable”. Such a word may endanger any long future ENEL may want in Russia. We love this sort of verbal criticism of Russia precisely because it locks in companies that use vague words about their divestiture plans.
As for ENEL’s statement about what it will really do, its words give it a lot of wriggle room. It may have the same fear as Finnish power group Fortum, which suggested its power plants could be expropriated by Russia authorities, though no one is actually using the E-word, perhaps for fear of goading the authorities into action.
Companies only planning to exit rather than actually selling, – which we call Asset Sloths – get a low score, especially when they keep so much wriggle room. So, we gave ENEL only 2 points in Degree. The contrast between strong words like “unpalatable” and weak actions puts ENEL in our category of Big Talkers. We’ll watch this space carefully to see if the company’s hints come to fruition or if it was just teasing us all along. We don’t like being teased because it can end up with companies delaying their exit till the wind changes and then not leaving Russia at all.
There’s a lot of bet hedging in this story, as in the Fortum case. The CEO’s use of the words “with regret” is commercially understandable, but we find its use regrettable – he should, in fact, be morally proud to be heading out of Russia.
Well done Francesco Starace for getting out of Russia completely! We had scored you as an Asset Sloth based on a promise to sell the assets but without a timeframe. It took you about 80 days from this promise to deliver on it. On 16 June 2022, ENEL announced it had sold its 56% stake in ENEL Russia to Gazprom-Frezia. ENEL is a rare company among the Assets Sloths because it has actually got to the finish line unlike most others. It’s also good that ENEL has not arranged for another foreign investor to fill its shoes, in what we call a Circular Exit. We have increased ENEL’s Moral Rating from the original level of 22 (based on the situation as of the Announcement on 21 March) to 42 based on a Full & Complete exit. Abbott has three laboratories and manufacturing facilities in Russia. It also exports products to the country. On 4 March, the company said it "condemns the war and violence in Ukraine". At the same time, it said it would give financial support to Ukraine.
On 14 March, Abbott made the Announcement that they would be “suspending non-essential business activity in the country, including new investments, business developments and advertising”. They added that healthcare products are “generally exempt from sanctions for humanitarian reasons”.
It seems like Abbott and J&J have the same PR firm, or at least announced their very Partial withdrawals from Russia in the same way.
The model seems to work like this. Make an initial statement that reacts in shock to the invasion (both companies did so on 4 March). Say how terrible it is (both companies condemned the war in one way or another, getting Denouncer points from us). Make donations to Ukraine (which they both did). Then, think for a while about what they really should do. Abbott waited ten days versus J&J's three weeks. Otherwise, the actions were similar. Both continue to do business unless the products are deemed non-essential in some words by the company benefitting. Both are Confused Humanitarians. Both also said they would not make new investments, which we classify as Red Herrings because, in these times, it's hardly likely any Western company would pour money into Russia, and it has nothing to do with withdrawing from concrete business.
Like J&J, Abbott's initial generous donation, in the absence of any action, earned it a Do-gooder-do-badder classification. Its initial Denouncer words get the company a Big Talker classification for not putting its money where its mouth is. To make matters worse, when we consider what suspending "non-essential" products means in practice, it may be more of a non-event. The range – including nutritionals, vascular devices, diabetes car, vision care and pharmaceuticals – could all be argued to be essential depending on the definition used and its application. Indeed, we could not identify which of Abbott's products are still on the table. We also spotted no statement about how the non-essential cut would impact the company’s three factories in Russia or its approximately 3,500 Russian employees. Absent further explanation, the commitment to cease all advertising also looks weak since most sales may come from the salesforce and wholesale network. Weighing it all up, we are estimating the Degree of withdrawal at 1 point.
Back to the J&J comparison – Abbott got a slightly better moral rating because it moved faster. Although Abbott has higher Exposure to Russia, it also has more Power over Russia. The ratio of the two approximately equaled out, meaning both companies were looking at Return on Sacrifice opportunities of around 200%.

The company owns the popular WeChat messaging and network service with 1.2 billion users. In the past, it bought 10% of a Russian internet service digital business for $300 million.
According to Financial Times, "a joint letter denouncing Putin's invasion" signed by five academics was deleted after circulating on WeChat. Separately, WeChat said some users were "fabricating false information" about Ukraine and called on users to maintain "an objective and rational attitude".
The company was asked directly by Mykhailo Fedorov of the Ukrainian government to withdraw online games from Russia.
Tencent is about as immoral as you get among companies involved in Russia. In addition to not making an Announcement and not responding to pressure from Ukraine, the company has actively undermined the effort to expose the Russian government.
Worse than that, Tencent is what we call a Reverse Boycotter, a company that actively refuses to take sides or takes the boycott backwards. The Chinese company has become an extension of its government's censorship of information and opinion in Russia about the war. Traditionally, WeChat has been one of the principal censorship tools of the Chinese government but now Tencent has put WeChat at the service of a sister autocracy. It doesn't surprise us at all yet it's of no satisfaction to see one's worries come true.
The company technically has the Power to cause a lot of trouble for Russia, but it has already nailed its colors to the mast, and we don't think it is going to suffer from consumer pushback for its behavior: the company has been doing this for years in China and it's hard for consumers confused by propaganda to react when they are then censored.
