It made an Announcement on 14 March that it would stop "all exports to Russia with immediate effect", and is "suspending" manufacturing activities in Russia "until further notice", a decision that took effect from 18 March. The company also decided to "freeze any new investments". The statement also said it will continue to financially support its employees in its "passenger tire production plant in Ulyanovsk and sales offices."

Our Moral Verdict
Bridgestone was at the back of the pack of auto parts producers pulling out of Russia, along with Bosch. It trailed companies such as Tata Motors, Hyundai, Mazda, Magna, ZF Freidrichshafen, Continental, and even Chinese producer Zhejiang Geely. So it was awarded a Chicken Penalty. Under our rating rules, freezing new investments is considered a Red Herring. Anyone would be crazy to be investing in Russia today. Anyway, we are interested in existing businesses being stopped rather than things that haven't happened not happening! Suspending production until further notice doesn't make the grade – and continuing to support employees makes the Announcement doubly incomplete, the former making Bridgestone a Mothballer and the latter making it a Nibbler. Moreover, the company's statement about the war didn't admonish Russia enough, so it was also classified as a Mealy-Mouther. Bridgestone needs to pull out of Russia properly and not leave us in limbo any longer.

The company stated it recognizes "Russia's attack on Ukraine" as "an act of aggression", and concluded that its "involvement with Rosneft, a state-owned enterprise... cannot continue". It "will exit" its shareholding in Rosneft where it has held a 19.75% since 2013. The statement said that both BP-nominated directors resigned from the Rosneft board. Changes to its accounting treatment of Rosneft mean that the British gas giant will "no longer recognize a share in Rosneft’s net income, production and reserves".

Our Moral Verdict

BP is a mixed picture. It originally moved lightning fast and might have had a statement ready in advance of the invasion, beating its peers to the punch and setting off a Domino Exit within the sector: Shell and Equinor the next day, and Exxon Mobil, Chevron, and ENI a day after that, followed by many others in the industry. Moreover, BP made a picture-perfect leadership statement and its donations to Ukraine were generous, fast, detailed and involved its own employees in the field. On top of that, its Exposure is immense. 5% of profitability or cash flow is one of the highest we have monitored.

So far, so good. However, its rating was harmed by absence of real actions: the assets must be disposed of. Not many people want to buy Russian assets and their value is huge, making it harder to find someone with deep enough pockets. We rate Announcements of unsold assets without a concrete timeframe with a Degree Score of 4 because, unless the sale of the asset actually happens, there is zero economic impact on Russia and it remains an empty promise. Companies may be unable to find a buyer or find offers insultingly low. Indeed, it's an interesting moral question how many low offers a company should be allowed to reject before accepting what may actually be today’s full market price for Russian assets. In fact, we predict that many promised sales of foreign-owned Russian assets will never be realized because local offers for them will be rejected and the process may run on long enough till the seller can justify canceling it.

BP reporting it will not recognize the Rosneft assets and profits in its accounts does not mean that BP won't recognize them in the future if the shares can't be sold and BP can then justify patching things up with Russia. The company has been rated under the rules of Full but Incomplete, but this is one to watch for an Upgrade if BP indeed completes the sale or for a U-Turn if our fears come to pass.

BP, currently you are classed as an Asset Sloth with 57 points. Make sure you offload your Russian assets without delay and don't be tempted to sell them to another foreign company which would simply fill your shoes with another foreign investor in Russia, as Shell is reported to be trying to do with Chinese buyers. If you do, we will classify it as a Circular Exit.

Update:

As of December 2022: BP has failed to get out of Russia in nine months since its invasion of Ukraine and has continued to make empty promises and talk about write-offs rather than what it will actually do for real.

To make matters worse, BP is ironically actually enjoying vastly higher profits as a shareholder in Rosneft while Russian oil is being sold around the back of international embargoes to collaborating countries like China and India. Suggesting it has done nothing wrong because the dividends haven’t yet been paid over to BP is wrong. It’s just a convenient excuse. BP could have pledged to donate the funds when released.

A minority stakeholder in multiple non-state-owned Russian businesses, the company first stated it would provide "no capital for new projects" and halt spot trading. On 22 March, it released another statement detailing the suspension of operations in Russia. Here, it stated it would ensure strict compliance with sanctions and it would "gradually suspend" its Activities.

On 1 March, it issued a statement that it "condemns Russia's military aggression against Ukraine." The following day, it was subject to criticism by the former deputy chair of Shell Ukraine, over its apparent "toothless, useless, and highly disappointing" stance regarding the Russian invasion.

Our Moral Verdict

Total has pointed out that it doesn't own oil fields or LNG plans in Russia and that it is not in control of the many companies in which it has stakes in. The focus now is on what it should do with these multiple investments. Most companies in the sector making Announcements have at least said they plan to get out, even if they are having difficulties doing so. On the other hand, Total has basically refused to succumb to the pressure. Instead, it made an argument that selling these stakes at bad prices to Russian investors will only enrich Russia. It is certainly true that the value of these assets is currently low. Our policy is that Total should follow what other companies are planning. Cutting off Russia is what needs to be done and there is any number of excuses for not doing so. As for the market value, it is not certain that the value will rise in the future if Russia persists to be an enemy of the West, so Total might be selling the assets at a fair market price. Also, it's far from certain that Russia would not expropriate Western assets in the future, which is further argument against Total’s position.

These minority stakes are where the real value is in Total’s Activities. The company did stop spot trading in Russian oil, making the Announcement before others in the sector, for which we gave it a Leader of Pack Bonus. However, holding onto the minority stakes drove its Degree Score down.

Against this background, Total made what was on paper a perfect statement admonishing Russia. We agree with every word, but we found it hypocritical in comparison to what little the company had done. Total has shown expertise in moral underperformance. Not doing something is bad enough but expertly convincing the world it isn’t wrong makes it worse and can have a contagion effect on other companies who feel like they can get away with the same behavior.

Accenture provided consultancy services to Russian businesses. It released a statement saying it "stands with the people of Ukraine and the governments, companies and individuals around the world calling for the immediate end to the unlawful and horrific attack on the people of Ukraine and their freedom." At the time, it said it would discontinue all business in Russia. About a month later, the company said that it had "completed a transaction to transfer [its] business in Russia to several of its local leaders", claiming it was thereby "100% independent from Accenture".

Our Moral Verdict
This is a textbook case of a company withdrawing from Russia. Due to the complexity of doing so, there was a delay. Rather than scoring it as an incomplete Announcement when Accenture first stated its intentions to leave Russia on 4 March, which would have given it a low Degree Score but high Speed score, it is rated on the Full & Complete Announcement of 12 April with 10 points for Degree and a low Speed Score. The Announcement was after IBM's on the day of the invasion, meaning we gave Accenture a Chicken Penalty of minus two points, bringing its Speed down further. On the positive side of the equation, Accenture's statement against Russia made it a textbook Denouncer. Its Attitude Score was brought down by its small donation to Ukraine of about 0.1% of its profits. This is a classic example of a high Return on Sacrifice opportunity. Due to the huge Multiplier Effects that a business of this type can have on an economy, we calculate its Power was 10 times its Exposure. It would obviously have been even more damaging to Russia if the company had closed down the operation rather than sell or transfer it to the local team, but if the disconnection from the mother ship proves to be as complete and final as implied, and assuming this is not a holding pattern with a view to buying back the business in the future, it will have a real impact on Russia.

Glencore has imported Russian aluminum and it owns a 10% stake in a Russian company called EN+. On 1 March, Glencore said it would be reviewing all its Russian business activities, including its equity in EN+. On 30 March, it stated it would not start any new trading in Russian commodities, adding there was “no realistic way” to exit its EN+ interest because the London Stock Exchange halted trading of EN+ shares. Glencore said it “condemns” the actions taken by the Russian government.

Our Moral Verdict

We were initially skeptical of Glencore’s story about “reviewing” its investment, thinking it might be just an avoidance tactic. However, the company came back with a real Announcement after a month. This was much later than peer company Rio Tinto, for which Glencore got a Chicken Penalty.

For now, we’re happy with what Glencore said - that it can’t sell EN+ shares while they are not trading. We applied a waiver policy, so it earned full marks on this asset, and we ignored its 0.57% stake in Rosneft. Its score was reduced a bit because it continued to import Russian commodities. Since imports carry far less weight in our calculations (because they can be sold by Russia to other parties) than investments do, Glencore ended up with a respectable 8.4 score for Degree. Glencore’s strong Denouncer statement against Russia got it 5 points in Attitude.

We will keep a close eye on the company to make sure it sells its EN+ shares as soon as it’s allowed to. It stopped short of committing to sell them when trading opens, so we want to double check we are not being teased.

On 10 March, according to the Gazette, the company said it was "suspending all sales and support services to Russia’s civil aviation industry”. In late March, Raytheon's CEO said "upon the invasion, we closed our businesses in Russia. We’ve pulled all of our engineers out that were supporting the development of a Russian aircraft, a commercial aircraft. We have stopped servicing all of the Russian civil aircraft that are in-country." The CEO added "it is a human tragedy what’s going on in Eastern Europe today with all of these refugees."

Our Moral Verdict
Raytheon's Announcement is based on the first report we monitored on 10 March and not what the CEO said in an interview after the Announcement. The company's Speed Score was reduced accordingly with a Chicken Penalty of 2 points, based on the earlier formal reports being seen from its peer Boeing. The word "suspending" counts for us as unfinished business and we would like to see a definitive statement showing all assets have been sold and there are no employees in Russia associated with either servicing Russian commercial aircraft or developing new Russian commercial aircraft, or staff elsewhere on the payroll. As a result, Raytheon is a Mothballer and got a Degree Score of 6. As for Attitude, it has been generous with humanitarian assistance to Ukraine, but its statement that didn't admonish Russia puts it in the Mealy-Mouther category which damaged its Attitude Score. The Exposure of Raytheon is around the same as Boeing and much less than Airbus.

Our Moral Verdict
The company was a step behind TJX and Ingka. It made its move four days later, getting a Chicken Penalty. Also, suspending operations and supporting employees makes it a Nibbler with 5 points for Degree. Like TJX, it was a Denouncer, but in Alimentation's case it is keeping its oar in to re-open while TJX has committed to a total departure. Indeed, it's hard to imagine that it will be easy for Alimentation to reopen in a country it has blamed for aggression in a war. It reminds us of the Unilever and L'Oréal Denouncer statements, which are going to make life difficult for those companies.

On 2 March, CA stopped "new" financing to Russian companies and "all commercial activity in Russia". On 22 March, it suspended all Russian operations. It expressed its solidarity since "the very first day of the war", which it dedicated to "the population of Ukraine", whom it called "victims of the war".

Our Moral Verdict

CA was unique in a depressing group of Western banks mostly doing the very minimum, some simply complying with sanctions or with amended sanctions enacted to close the very loopholes they were slipping through. Investment banks such as Goldman Sachs and JPMorgan made open-ended commitments with words like "winding down" or "no new business". By contrast, CA said it is actually suspending its business in Russia.

This may look like semantics, but the devil is in the detail with these statements and every word means a different thing: CA closed in Russia while others still operated with excuses or carve-outs.

Moreover, CA was the only Denouncer in the pack, slightly blemished in its enthusiasm by making a strange comment about being in solidarity since “the very first day of the war’, which makes us wonder why it didn’t say so at the time. That said, using words like “victims” won’t make it likely Putin is going to welcome CA back to Russia anytime soon, which is why our rating methodology gives points for words. By contrast, its US banking peers were either Cowards or Mealy-Mothers when it came to describing the elephant in the room. CA also made the best donation among the peer group relative to its profits. The combination of Denouncer statement and generous donation earned it the highest score possible for Attitude.

We are pleased with CA, but it has the chance to put even more distance between itself and the American banks – by finishing the job and getting out completely, while they are still trying to get to the first milestone of ceasing working with existing customers. CA should not, however, rest on its laurels of being the best of a bad lot.

According to the company website, it "temporarily" suspended its international mail services to Russia, citing "unavailable transportation" resulting from restrictions and cancellations in the area.
Our Moral Verdict
The company behaved like a giant bureaucrat – slow, incompletely and without any soul. It waited until 11 March to make its Announcement. By contrast, FedEx and UPS have both suspended operations to Russia on the day of the invasion, and even Deutsche Post DHL had cut services on 2 March. U.S. Postal Services therefore gets a Chicken Penalty of minus 2 points applied to an already lower Speed Score than the others. The use of the word "temporarily" makes it a Mothballer. Moreover, by not seeing any admonishment of Russia, only a reference to transport issues, we call it a Coward. All of this suggests a robotic rather than moral response across all measures, which gets it a Moral Rating of about half of UPS's strong performance. It just shows how a company can fail to act correctly and end up in effectively the same commercial position itself a couple of weeks later. When a US institution can't conclusively take the side of the Free World, we may wonder what hope there is.

On 25 February, Nathaniel Gleicher, Meta's Head of security policy, tweeted it was "now prohibiting Russian state media from running ads" or "monetizing" on the platform. On 21 March, Reuters reported Meta had been found guilty of "extremist activity" by a Moscow court. Russia accounts for 1.5% of Meta's advertising revenues, according to CFO Dave Wehner.

Our Moral Verdict

Has Meta behaved well? If we consider that it acted one day after the invasion, that it pulled state-run media company ads on Facebook, took down anti-Ukrainian activities on its platform, and that Russia retaliated by finding Meta guilty of extremist activity in a Moscow court, it looks like a perfect picture.

However, when we look deeper, we see a different picture. First, the Announcement didn't carry a leadership level denouncement of Russia, making Meta a Mealy-Mouther. But the real failing is that the company continues to offer a major online advertising platform to most companies in Russia. This is of value to the Russian economy or it wouldn't be using the platform. Meta is right that it has a moral duty to allow Russian people to use its media to avoid government censorship and propaganda by obtaining information and communicating with each other freely. But it doesn't need to run advertising at the same time. It could easily be an ad-free environment. That way, Meta could help democracy by undermining censorship and propaganda, while also undermining the economy.

Since Meta, unlike Alphabet's Google, is lining its pockets in this way, we have given it 2 points in Degree for its state-media advertising ban. It gets 10 out of 10 on Speed, by making its move a week before Alphabet and ten days before Amazon.

Since 1.8% of its revenues come from Russia, we gave it an Exposure level of 3.5. Its Power is extreme, from a combination of economic and psychological factors. Imagine the impact on tens of millions of Russians seeing empty ads on the platform in protest, or even better a statement saying that Meta refuses to make money from Russia at this time but continues service as a censorship-free medium for the public good.

It is disappointing and ironic that the company that has made money in the past from selling ads to Russian-controlled and Russian-sympathetic parties trying to influence voters in Western democracies – including for a US presidential election and the Brexit referendum – didn't have the morality to do something to help democracy when it had the chance.
