This company may be one of the clearest indicators of how the world may break up into two broadly independent markets or economies: the West and a China-Russia economic alliance.
Not only is CNOOC failing to withdraw from Russia, but it has also confirmed that it continues to work with the country, has good relations with its partners, has been trying to buy Shell's stake in Sakhalin-II according to Bloomberg and, to make matters worse, is looking to divest its US, Canadian and British assets because it fears Western sanctions will impact its assets there.
The less interconnected economies are on each side of the moral river that separates the world, the easier it is for a bad actor to behave badly without consequence. However, constricting bad actors to a smaller share of the world economy, to their own economic island, may actually impoverish them and help to undermine their bad actions.
At a time when many in the West are aghast at Putin's actions, Chinese companies are looking at the Russian market as an attractive bargain, listening to their government's orders about where they are allowed to invest or indeed divest. In this case, we see CNOOC re-drawing these global economic lines within its own microcosm.
We believe the greater silence of many other Chinese companies about Russia is simply hiding their intent to increase their business with the country as soon as sanction risks decline and as opportunities are profitable for the company or strategic for China present themselves. We expect more companies to reveal their hand in the coming months.

They all continue to build landmark Russian projects, further deepening the ties between the two countries. Far less a chance that they would gang up to undermine Russia.
This is a great pity because a concerted action would be a fantastic Pull the Rug opportunity to hit Russian infrastructure in the years to come, along with the Ripple Effect on other sectors and employment. We know we are dreaming, but it’s worth pointing out the power and corresponding opportunity that is lost as a result of China’s policy of silence and support of Russia from a geopolitical point of view. This is the same sorry story of inaction and silence by companies in the sector, which have neither moral conscience, nor any pressure from customers or their controlling shareholders that are conveniently the Chinese state. It isn’t a surprise that Chinese companies are not pulling out of Russia. However, Industrial & Commercial shouldn’t be tempted by any ‘safety in numbers’ strategy. This is because HSBC – which is quasi-Chinese and certainly at commercial risk if it breaks with Chinese government policy of supporting Russia – has already decided to break ranks. HSBC has pledged to reduce its Russian operations, which, compared to the failures of the Mainland Chinese banks, looks like a heroic act.
Our simple question to the Beijing bank’s CEO Mr. Gu Shu is, “If HSBC can do it, why can’t you?”
Perhaps ICBC independent director Nout Weillink, a Dutch economist and ex-chairman of his country’s Central Bank, could talk to Mr. Shu about banking ethics and moral responsibilities. Perhaps Mr. Shu is instead listening to his other directors, many of whom are former officials of the Ministry of Finance of the People’s Republic of China. If ICBC won’t listen to Mr. Weillink, what’s his role on the board? He should resign, just as the directors of Huawei UK did after the telecom company failed to resign from Russia.

Itochu is like an identical, immoral triplet of Mitsubishi and Mitsui: all are in Sakhalin projects, and all are under pressure to make a moral choice. None of them have made an Announcement, and none of them look good compared to fellow Japanese company Marubeni, which is also a Sakhalin investor. At least, in Marubeni’s case, the CEO disagreed with Japan’s government policy, denounced Russia, and said it would not do any new business with Russia.
If the immoral triplets want to feel even worse about their behaviour, they should compare themselves to non-Japanese companies in the West. Exxon Mobil also owns a stake in Sakhalin, is trying to sell out and has declared force majeure. With such low Exposure, we really wonder whether Itochu shareholders are any richer as a result!
