According to Chairman Wang Dongjin, it is "too soon" for the company to "discuss fresh investment in Russia", and the Chairman confirmed through Reuters on 30 March that its 10% stake in a liquefied natural gas project in the Russian Arctic is continuing as usual. Speaking to reporters, Wang added that "the company is maintaining good communications with partners of Arctic LNG 2" and will "respond accordingly to the evolving situation surrounding the Russia-Ukraine conflict". Bloomberg also reported on 21 April that it is in joint discussion with other Chinese companies for Shell’s stake in the Sakhalin-2 project.

Our Moral Verdict

This company may be one of the clearest indicators of how the world may break up into two broadly independent markets or economies: the West and a China-Russia economic alliance.

Not only is CNOOC failing to withdraw from Russia, but it has also confirmed that it continues to work with the country, has good relations with its partners, has been trying to buy Shell's stake in Sakhalin-II according to Bloomberg and, to make matters worse, is looking to divest its US, Canadian and British assets because it fears Western sanctions will impact its assets there.

The less interconnected economies are on each side of the moral river that separates the world, the easier it is for a bad actor to behave badly without consequence. However, constricting bad actors to a smaller share of the world economy, to their own economic island, may actually impoverish them and help to undermine their bad actions.

At a time when many in the West are aghast at Putin's actions, Chinese companies are looking at the Russian market as an attractive bargain, listening to their government's orders about where they are allowed to invest or indeed divest. In this case, we see CNOOC re-drawing these global economic lines within its own microcosm.

We believe the greater silence of many other Chinese companies about Russia is simply hiding their intent to increase their business with the country as soon as sanction risks decline and as opportunities are profitable for the company or strategic for China present themselves. We expect more companies to reveal their hand in the coming months.

Our Moral Verdict

In line with the Chinese government’s Belt and Road Initiative – which includes a steady economic invasion of Russia – China dominates large Russian engineering and construction projects. It’s therefore not surprising that we have not monitored any engineering projects in Russia from the largest Western companies in the world. As a result, although Russia isn’t dependent on any particular Chinese group, in this sector it is dependent on Chinese investment and expertise.

We are not holding our breath for any of the major players in this field – neither China Railway Construction, nor its compatriots, China Railway Engineering, CCC, and China State Construction – to exit Russia. They all continue to build landmark Russian projects, further deepening the ties between the two countries. Far less a chance that they would gang up to undermine Russia.

This is a great pity because a concerted action would be a fantastic Pull the Rug opportunity to hit Russian infrastructure in the years to come, along with the Ripple Effect on other sectors and employment. We know we are dreaming, but it’s worth pointing out the power and corresponding opportunity that is lost as a result of China’s policy of silence and support of Russia from a geopolitical point of view. This is the same sorry story of inaction and silence by companies in the sector, which have neither moral conscience, nor any pressure from customers or their controlling shareholders that are conveniently the Chinese state. Indeed, not one of the ‘failing four’ has made any Announcement.

Our Moral Verdict

CRE is famous for building bridges with Russia – in fact quite literally in the most famous construction project. The words of Reagan in Berlin, “Mr. Gorbachev, tear down this wall,” could be twisted into “Mr. Xi, tear down this bridge.”

That famous project fits with the Chinese government’s Belt and Road Initiative, which includes a steady economic invasion of Russia, at least from the large Russian engineering and construction groups. It’s therefore not surprising that we have not monitored any engineering projects in Russia from the largest Western companies in the world. Although Russia isn’t dependent on any particular Chinese group, in this sector it is dependent on Chinese investment and expertise.

Our Moral Verdict
Like other Chinese companies, COFCO appears stifled by the Chinese regime. It has remained quiet as a mouse. Chinese companies have the power to cause a Strategic Disturbance effect on Russia if they pull out, and we calculate COFCO would reap a four-fold Return on Sacrifice. That would be great, but we are not naïve enough to hold out too much hope.

Our Moral Verdict

It isn’t a surprise that Chinese companies are not pulling out of Russia. However, Industrial & Commercial shouldn’t be tempted by any ‘safety in numbers’ strategy. This is because HSBC – which is quasi-Chinese and certainly at commercial risk if it breaks with Chinese government policy of supporting Russia – has already decided to break ranks. HSBC has pledged to reduce its Russian operations, which, compared to the failures of the Mainland Chinese banks, looks like a heroic act.

Our simple question to the Beijing bank’s CEO Mr. Gu Shu is, “If HSBC can do it, why can’t you?”

Perhaps ICBC independent director Nout Weillink, a Dutch economist and ex-chairman of his country’s Central Bank, could talk to Mr. Shu about banking ethics and moral responsibilities. Perhaps Mr. Shu is instead listening to his other directors, many of whom are former officials of the Ministry of Finance of the People’s Republic of China. If ICBC won’t listen to Mr. Weillink, what’s his role on the board? He should resign, just as the directors of Huawei UK did after the telecom company failed to resign from Russia.

Itochu imports from Russia and owns a stake in the Russian project Sakhalin-1. According to Reuters, it declined to comment on its plans for this investment. We have not monitored an Announcement.
Our Moral Verdict

Itochu is like an identical, immoral triplet of Mitsubishi and Mitsui: all are in Sakhalin projects, and all are under pressure to make a moral choice. None of them have made an Announcement, and none of them look good compared to fellow Japanese company Marubeni, which is also a Sakhalin investor. At least, in Marubeni’s case, the CEO disagreed with Japan’s government policy, denounced Russia, and said it would not do any new business with Russia.

If the immoral triplets want to feel even worse about their behaviour, they should compare themselves to non-Japanese companies in the West. Exxon Mobil also owns a stake in Sakhalin, is trying to sell out and has declared force majeure. With such low Exposure, we really wonder whether Itochu shareholders are any richer as a result!

Jardine Matheson manages the Mandarin Oriental Hotel Group in Moscow, a hotel and luxury residence project. No Announcement has been found about the company's disengagement in response to Russia's invasion of Ukraine.
Our Moral Verdict
Jardine’s should terminate its subsidiary's role as manager and licenser of the Mandarin Oriental brand name to the Russian project. Our Moral Force Majeure policy means the company should revoke the contract and suffer the financial damages, even if it doesn't have a cancelation clause. Most brand licensing agreements can escape clauses if the licenser's brand is brought into disrepute by association, though it may need to be as a result of the counterparty. Nevertheless, if there is a cost in damages to the giant Jardine Matheson group, so be it. This would send a strong message to Russia from a famous China-based company.
