According to the company's Announcement, it took the decision to "temporarily" close its "own" stores and directly operated counters, as well as "suspending industrial and national media investments", and closing its "own brand" e-commerce sites in Russia. It said it was "still taking care" of its 2,500 Russian employees. It pledged donations of up to €5 million with the words, "strongly condemn the Russian invasion."

Our Moral Verdict
This is a case of a company doing something by half measure and then only to some degree. L'Oréal has stopped is retailing-facing businesses, but the Announcement doesn't close off its product sales through other people's stores. On top of what we define as Half-Hearted, it said the decision was "temporary". Also, it is classified as a Nibbler for continuing to support its 2,500 employees. All these deficiencies continue to feed the Russian economy. The statement wasn't helpful, explaining what the company temporarily did rather than what it didn't (manufacturing in Russia), and it included a Red Herring about not making future investments. What we need to know is when it will stop what it is doing, rather than that it will not do what it isn’t yet doing! L'Oréal waited to make its move until after P&G, for which we gave it a Chicken Penalty on Speed. Unlike many Confused Humanitarian peer companies in the consumer product sector, it resisted the temptation to say it was producing essential goods. Indeed, that would be a stretch for a brand associated more with cosmetic than pure health, and luxury rather than staple. L'Oréal might have been furious to see P&G making “personal care" one of its carve-outs. Against all of this, L'Oréal strangely was a Denouncer, with a bold statement against Russia. This might make propagandized Russian consumers less likely to want to touch L'Oréal products still on the shelves. Like Unilever, this is either a case of hypocrisy or one part of the company thinks Russia is bad and the other thinks it is fine to do business there.

Saint-Gobain has stopped exports and imports with Russia and Belarus. It said, "Local activities are now operating at a minimum and in autonomous mode to maintain the employment of employees and to mitigate the consequences of this war for them and their families, in accordance with our corporate social responsibility".

The company also stated that all "investment projects" had been canceled. In addition to showing "solidarity" with Ukraine, it said, "The group strongly condemns this war."

Our Moral Verdict

Saint-Gobain is a Confused Humanitarian, in this case on behalf of Russian employees and families, citing social responsibility in its company policies as the reason it would continue production in Russia. Social responsibility needs to extend to the impact you have on society at large and not just employees. The use of the words "as a minimum" to describe ongoing production is vague. It also threw in a Red Herring about not making future investments.

Continuing some level of production, regardless of the excuse, gets a low credit in Degree, which was brought up a bit for completely withdrawing from exports and imports. The company was also slow to do so little, following CRH and Holcim by nearly three weeks, for which it got a Chicken Penalty.

This too-little-too-late company at least condemned the war, which qualified it for Denouncer status, but the contrast between the poor action and strong words put it into the Big Talker category. We calculated its Exposure at only 1.3 which makes all of its efforts to explain itself even less understandable.

Zurich Insurance began by saying it would not renew existing local business, would not take on "new" customers, and would welcome sanctions against Russia. In its 20 May Announcement, it planned to divest its Russian operations to local management, which would act independently and under a different brand. Zurich said it will no longer conduct business operations in Russia. The company also said it condemns the Russian government's aggression toward Ukraine.

Our Moral Verdict

Zurich is proof that slow and steady wins the race. Zurich took its sweet time, accruing Chicken and Pressure Penalties in the interim, landing it a Speed Score of 0. It may have been a tortoise compared to peers such as Generali, which acted two months earlier, but it ran a lot further than the other insurers, all of which seem to be snoozing before the finishing line. Confirming that it has found the counterparty for its divestment in the form of local management is good progress, but of course Zurich needs to confirm the sale has actually been completed. Once done, it will have avoided the mistake of making a Circular Exit to another foreign company that would simply be filling Zurich’s shoes.

Divesting from Russia can be very difficult. But this didn’t stop Zurich, which is in the process of selling its Russian business to local management. It made a textbook Denouncer statement against Russia, and it's refreshing to see a company’s words and actions pointing in the same direction. Zurich is thinking a lot better than Allianz, which is keeping a 49.9% stake in its Russian business.

The race goes not to the swift, but to those who do not cut corners. We’ll give Zurich a medal for breaking ranks with the Swiss companies behaving like their nationality gives them the right to be neutral to whatever is going on in the world. Other Swiss groups, like Nestlé, have dug their heels in during the race out of Russia.

Our Moral Verdict
LG looks like it is controlled by Samsung, not because they are both South Korean companies with overlapping businesses, but because of some similarities in their moral behavior. Both withdrew its exports to Russia, and neither was clear about their manufacturing operations. Like Samsung, LG was a Mealy-Mouther for what it didn't say about the war and its donation to Ukraine didn't warrant any points in Attitude. The key difference was that LG seemed to fall asleep for two weeks after Samsung woke up, though we will call it the opposite of a sleeping beauty. While it overslept Samsung, Honeywell International, Sony and Schneider Electric all woke up in the meantime. So, it was classified as a Chicken with minus 2 points. Another difference is its Exposure was likely significantly higher: Samsung's revenues from Russia were around 1.5% of its total revenue and, if four-year-old data holds true at least for proportions of total, LG revenues were around 2.5%. This may have accounted for the two-week lag time, during which it was perhaps thinking hard rather than sleeping sweetly.

The company discontinued "new capital investments" in Russia, and suspended media, advertising, and promotion. It reduced its Russian activities "significantly" to "focus" on providing "basic health, hygiene and personal care items" needed by Russians who "depend on them", as per its 7 March Announcement.

The company condemned aggression "in any circumstance" and said its hearts go out to "all people who endure the unspeakable toll of war". It said it would support its employees in Russia.

Our Moral Verdict
P&G got almost everything wrong except the timing. It beat Unilever and L’Oréal by 24 hours, for which it got a Leader of the Pack bonus. After that, everything went downhill. Its move was Partial & Incomplete. Partial because it excluded health-related products, as a Confused Humanitarian does, and Incomplete by continuing to support employees, as a Nibbler does. Although it used the word "focus" to describe the continuing products, we don't know if it is focused on the majority of what it had. On top of that, after a Red Herring statement about not making future investments, it had poor Attitude, with a Mealy-Mouther statement that didn't clearly take sides. To make matters worse, it would be a small Sacrifice even if the company withdrew from every product because we estimate Russia at less than 1% of profits. To make matters worse still, this small Exposure compares to a Power Score of 8.5 since P&G employs about 5,000 people in Russia and could have had an Ostracizing effect by pulling so many consumer brands from the shelves. This meant P&G was looking at an 850% Return on Sacrifice. It's a pity it made only a slice of this commercial-moral investment. It needs to cut the rest and sell the factories.

It said it would suspend support services to Russian airlines, as well as the supply of spare parts to the country. The statement also said that The Airbus Engineering Center in Russia (ECAR) has "put on hold all its operations for Airbus" and is "analyzing" export control sanctions to determine whether engineering services, which ECAR provides to its Russian customers, can be maintained. According to Business Insider, the company will keep importing titanium from Russia, since Russia provides half of Airbus' needs.

Our Moral Verdict
Airbus' behavior doesn't match up to Boeings'. The company is trying to do the least possible against the realities and pressures it has faced. Let's start with the timing. It made its Announcement on 2 March. Boeing had already moved on 28 February, for which Airbus gets a Chicken Penalty of 2 points in its Speed Score. To make matters worse, it only made a Partial move: it will continue importing Russian titanium, directly and indirectly. It was also figuring out if its Airbus Engineering Center in Russia would be allowed to continue to serve Russian customers under export control sanctions. This shows where its heart really is and makes its move not only Partial but also Incomplete. The company is clearly trying not to cut off Russia, and instead is simply doing what it practically must rather than morally should do. As a case of Partial & Incomplete, it gets only 4 points for Degree. The shortfall on both dimensions seems intentional. Of course, it has its commercial reasons – it is more dependent on Russian titanium than Boeing is – but it was Airbus' choice to be dependent on a regime-run nation that has been heading in the wrong direction for years, so the reason is no valid excuse. Against this behavior, it is no surprise we saw no statement against Russia – silence compared to Boeing's middle-of-the-road comment – the absence of which landed Airbus in the Strong Silent Type category. The way to understand and condone Airbus' behavior is to look at its Exposure, which we calculated at 7 compared to 2 for Boeing. The principal point is the very high dependency on Russian titanium, which, unlike Russian dependency on the West, is one of the few Russian exports that can interrupt Western production. As a rough guide, we judge this makes a total withdrawal from Russia 3.5 times more painful for Airbus than Boeing. Airbus, as the world's largest aircraft producer, needs to step up to a moral leadership position and make a Full and Complete withdrawal from Russia.

Honeywell's statement included three words, "suspended substantially all", to describe its withdrawal from Russia, attaching them to some business categories covered. From this, we can't be sure exactly what is going on (for example the status of its manufacturing activities and investments in the country), but we can say that some businesses have been carved out, which makes it a Partial move. Also, suspending puts it into the Mothballer category. The company lost points on Speed because of a Chicken Penalty for being behind Samsung Electronics. It also got a zero score on Attitude: the reason for its action didn't directly admonish Russia or properly address the issue, and we didn't monitor any donation to Ukraine. It gets a lot of Power from being in a sector with high impact, on top of employing 1,000 people in Russia. We hope Honeywell will get out fully and completely, and be more clear on its business dealings with Russia.

It operates numerous services to support the life sciences sector in Russia, from pharmaceutical sales, distribution, storage, consulting and running clinical trials in the country. Its Announcement stated it would "cease any new business initiatives in Russia", but that it would be "continuing distribution of pharmaceutical products" where it will provide "limited" logistical support. It will continue with its 60 clinical trials in Russia. It believes not following this policy would likely "amount to punitive action against the most vulnerable". It said, "hopes are that there will be a speedy resolution to the conflict with minimal loss of life", and as of 9 March, committed more than $600,000 through grant donations.

Our Moral Verdict

It is difficult to assess how much AmerisourceBergen has really pulled out of Russia. Most of its vast range of Activities have been included in the decision for some action, but they have made many exceptions. The big picture impression is the company is trying to draw a line under existing business (such as distributing pharmaceuticals, and ongoing clinical trials in the country). The company doesn't seem to be taking on new clients and or any new projects for existing clients (with the exception of pharmaceuticals distribution on which the wording keeps that option open). Therefore, we consider the Announcement Full in Breadth of Activities and very Incomplete and vague in Depth, assessing the withdrawal at 25%, or 2.5 points for Degree. Unsurprisingly, like many in the pharma sector, the company justified its ongoing business like a Confused Humanitarian. We support exceptions for life-saving drugs subject to them not being available as generics or equivalent from local producers, and for clinical trials of life-saving drugs, but not in a blanket way as is used by many companies in the sector to cover pharma and anything related to health, nutrition and even food.

AmerisourceBergen gets credit for its fast action, but gets a weak Attitude score because its statement about the war was a Mealy-Mouther and its donation was a tiny portion of its profits. Companies in this sector undoubtedly have difficult choices to make, but we expect each to make a clear statement that it withdraws from all Activities as a default position and then disclose and justify any exceptions in a specific way. Being a business with a humanitarian angle isn’t a carte blanche for doing whatever you want.

ENEL operates locally via its 56%-owned subsidiary Enel Russia. This company has three gas-fired power plants in Konakovskaya, Nevinnomysskaya, and Sredneuralskaya, as well as two wind power farms in the Rostov and Murmansk regions.

On 17 March, according to Reuters, CEO Francesco Starace flagged its intention to reduce its Russian exposure.

Four days later via Bloomberg TV, he told the interviewer “with regret I think we have to fold” and said this would happen in a "matter of months". He described the Russian situation as "unpalatable and impossible".

Our Moral Verdict

The power of the media and public opinion should not be underestimated. Before the Bloomberg TV interview, we had classified Enel’s statement about the intention to reduce its exposure in Russia as a Red Herring because it wasn’t a real commitment. However, in front of the television cameras, ENEL’s CEO suggested it would in fact need to leave Russia. While the statement wasn’t helpful about what, when and how the company would achieve this, it seems like he put a nail in the coffin by using the word “unpalatable”. Such a word may endanger any long future ENEL may want in Russia. We love this sort of verbal criticism of Russia precisely because it locks in companies that use vague words about their divestiture plans.

As for ENEL’s statement about what it will really do, its words give it a lot of wriggle room. It may have the same fear as Finnish power group Fortum, which suggested its power plants could be expropriated by Russia authorities, though no one is actually using the E-word, perhaps for fear of goading the authorities into action.

Companies only planning to exit rather than actually selling, – which we call Asset Sloths – get a low score, especially when they keep so much wriggle room. So, we gave ENEL only 2 points in Degree. The contrast between strong words like “unpalatable” and weak actions puts ENEL in our category of Big Talkers. We’ll watch this space carefully to see if the company’s hints come to fruition or if it was just teasing us all along. We don’t like being teased because it can end up with companies delaying their exit till the wind changes and then not leaving Russia at all.

There’s a lot of bet hedging in this story, as in the Fortum case. The CEO’s use of the words “with regret” is commercially understandable, but we find its use regrettable – he should, in fact, be morally proud to be heading out of Russia.

Well done Francesco Starace for getting out of Russia completely! We had scored you as an Asset Sloth based on a promise to sell the assets but without a timeframe. It took you about 80 days from this promise to deliver on it. On 16 June 2022, ENEL announced it had sold its 56% stake in ENEL Russia to Gazprom-Frezia. ENEL is a rare company among the Assets Sloths because it has actually got to the finish line unlike most others. It’s also good that ENEL has not arranged for another foreign investor to fill its shoes, in what we call a Circular Exit. We have increased ENEL’s Moral Rating from the original level of 22 (based on the situation as of the Announcement on 21 March) to 42 based on a Full & Complete exit. Our rating said the CEO should not feel “regret” for doing the right thing. He must indeed feel good now that he has washed his hands of Russia. - 16 June 2022

It was the last major auto producer to make its move out of Russia (leaving aside those that are still in), and Toyota followed GM, Daimler, BMW, Hyundai, Honda, and Volkswagen, for which we gave it a Chicken Penalty worth minus two points to Speed. Also, Toyota got a bad Attitude Score. The supply chain excuse, in the absence of admonishment of Russia, puts in the Coward category, and its donation to Ukraine was only about 0.012% of profits. Like other groups making Announcements with manufacturing in Russia, it was an Incomplete Announcement in three ways: it was a production Mothballer, and also a Nibbler in keeping employees supported and not committing to ceasing sales in-country. This diminished its Degree Score to 4.3. The combination of its level of exports to Russia and its in-country production drove up its Exposure. This can explain why it seems to be doing the least it can get away with and saying the least possible.
