Sinochem is a large importer of Russian oil, from which we have not monitored an Announcement. On 7 April, Reuters reported Sinochem is honoring existing oil purchase contracts but ‘avoiding’ new ones, along with three other Chinese state refiners.
Our Moral Verdict

This is not the first time Sinochem was reported to abstain from Russian oil purchases, and we sincerely hope this rumor is true. By estimating its Chinese market share and potential Strategic Disturbance effect, Sinochem is sitting on a 5-fold Return on Sacrifice opportunity.

We can’t rate companies based on rumors, so we hope it will make an Announcement soon. That said, Sinochem is state-owned, and it would be difficult for it to rebel against China's policy of getting close to Russia. We aren't too surprised about the lack of an Announcement and this story only confirms our expertise with autocratic regimes.

We haven't seen an Announcement from Tesla. It exports its vehicles and provides support services in the Russian market, and, according to invoices obtained by CNBC, has bought aluminum from Russian giant Rusal. Indeed, it has been subject to a Twitter campaign calling for it to be boycotted for its Russian Activities and inaction, including requests for it to deactivate Russian cars. It has offered to charge electric vehicles at no cost in the afflicted region around Ukraine to help refugees displaced by the war, and to keep paying staff who were recalled to fight for Ukraine. It also opened a satellite to support Ukraine’s internet access at no cost. CEO Elon Musk tweeted, "Hold Strong Ukraine" and mocked people for supporting Ukraine with memes. He has also refused requests not to carry Russian state media on Tesla's satellites.
Our Moral Verdict
Tesla has disappointed us. Stopping sales of Tesla in Russia and confirming it would no longer import aluminum would have been a start. But the real lost opportunity is that it could 'unplug' the existing cars in the country through its Supercharger system. This would be a bold action since it would upend the company's policy of proactive customer service through a proactive customer 'disservice'. You can see why such a brand would not want its customers to see how dependent their expensive cars are or how easily they could be played with. However, the rules change when we need to undermine Putin, and Tesla's CEO is famously unafraid of taking stands on a huge range of topics when he's inspired. This would have triggered a Ripple Effect, not just inside Russia but across the world, that a Western entrepreneur could simply 'switch off' cars in Russia from his desk and this is just the sort of shock Russia needs. What a lost opportunity, over and above any economic effects of these expensive cars becoming useless in the Russian economy. The company should cease its hypocrisy of doing business with a country that is harming another that it is then trying to help. It's an Immoral Vicious Cycle that indirectly needs more reparations for more business, the profits of one being used to pay for the other. Leaving aside whether Tesla is making more money from Russia than it is spending to help Ukraine, it's a sick self-feeding cycle to be involved in.

Xiamen ITG imports Russian commodities such as wood and coal. We have not identified an Announcement.
Our Moral Verdict

It is disappointing not to see an Announcement from a company able to tell investors that Russia doesn’t constitute a major part of its business. Peer Chinese company Sinochem is at least rumored to be avoiding Russian oil, despite having a greater Exposure.

We don’t expect much from Chinese companies, but even a rumor from Xiamen ITG would be nice, even if it isn’t allowed to speak directly to the world.

XMXYG has been a major importer of Russian coal, and, since the invasion, it indicated on a Chinese platform that a small proportion of its business is in Russia. No withdrawal Announcement has been monitored.
Our Moral Verdict

It is disappointing that the company can make a statement that it isn’t highly exposed to Russia but, at the same time, not say what it will or won’t actually do. Peer Chinese company Sinochem is at least rumored to be avoiding Russian oil, despite having greater Exposure than XMXYG.

We don’t expect much from Chinese companies, but, even if XMXYG isn’t allowed to speak directly to the world, a rumor is always welcome.

No Announcement on this South Korean conglomerate's Activities. According to its website, it is involved in 'food & bio' in Russia and has offices in the country. In 2017, it acquired the Russian frozen food company Raviolo.
Our Moral Verdict
This South Korean holding company has been silent since the invasion, while other peer companies have been leaving Russia. Even CK Hutchinson from China is closing down its Watson pharmacy chain. The statistics show that if you leave after Chinese companies leave Russia, you are at the wrong end of the spectrum. CJ, stop freezing food for Russia and start freezing your food businesses there instead.

According to Dongfeng's website in Russian, on 7 June, it had plans to "sell 160,000 vehicles abroad" and "achieve sales of 3-5 million vehicles in strategic markets by 2026" as part of the Belt and Road Initiative. On 31 May, it was reported by automotive publication MarkLines that the company had begun the "sales of the DF6 pickup truck in Russia".
Our Moral Verdict
Dongfeng, the third largest Chinese car producer (3.3 million cars/year) should join Western auto producers in cutting off Russia. The other major Chinese auto makers (SAIC, FAW and Guangzhou Automobile Industry Group) have also continued working with Russia and, apart from GAIG, have said little. The recent report that Dongfeng made a truck launch in Russia suggests, in the absence of any Announcement, that there is no promise it will pull out anytime soon. Dongfeng wields psychological and strategic Power over Russia, well beyond its small economic impact, which could be realized by surprising us with a withdrawal.

No Announcement was found about the company's plans for discontinuing its car and van exports to Russia. On 24 March, the FT reported that the company has been planning to increase its exports to Russia.
Our Moral Verdict
China's largest car producer (5 million cars/year) needs to stop selling cars and vans to Russia and join Western auto producers in cutting Russia off.  The other major Chinese auto makers (Dongfeng, FAW and Guangzhou Automobile Industry Group) have also continued working with Russia while saying very little (apart from GAIG).  Each wields psychological and strategic Power over Russia which can be realized with such an action, beyond its own small economic impact.

A company executive said it "will continue to buy crude oil and gas from Russia". According to Reuters, it "has suspended talks for a major petrochemical investment and a gas marketing venture in Russia" on 26 March. It has not made an announcement regarding its Russian subsidiary or its Russian investments (e.g., Udmurtneft & Sibur holding PAO). Bloomberg reported on 21 April it is in joint discussions, with other Chinese companies regarding the acquisition of Shell’s Sakhalin-2 stake.
Our Moral Verdict

Sinopec's behavior towards Russia is difficult to assess. On the one hand, it was reported on 25 March that the company had put on hold a large investment it was planning to make in a gas chemical plant and a project to sell Russian gas in China. That is not a withdrawal from anything existing and indeed, the company continues to buy Russian crude and gas. Based on that information, it looked like Sinopec was holding onto what it had, but was being cautious about becoming more involved.

On the other hand, on 21 April Bloomberg reported that Sinopec and other Chinese groups were in talks to buy Shell's stake in Sakhalin-II. This would contradict any wait-and-see policy unless Sinopec had done its waiting and felt free to invest further in Russia. There is another possibility: perhaps the Shell stake was going for such a good price that Sinopec could not resist making an exception.

We believe that all such decisions for the state-owned company, and especially such important ones, are really made by the Chinese government. So, if there is a change in company policy, it probably means China has changed its mind.

SK Group is a South Korean conglomerate, and the second-largest chaebol in the country, with 186 subsidiaries. It exports to Russia via SK Lubricants and imports Russian crude via SK Incheon.

Ten days after the invasion, SK pledged $1 million to Ukraine saying, "Under our philosophy of seeking social values, we opted to take instant steps of providing humanitarian aid to children". We have not identified an Announcement that covers its Activities in Russia.

Our Moral Verdict
SK failed to disclose its commercial position on Russia, despite making a financial contribution to help children in Ukraine. This large importer of crude should make an Announcement that clarifies it will cut its importing as well as exports of lubricants that it is engaged in. It is not sufficient for a company to disclose altruistic actions if it is feeding the engine that creates their need. We call this an Immoral Vicious Cycle by a Do-gooder-do-badder. The company has more Power over Russia than Exposure. It's looking at a 500% Return on Sacrifice, which makes its failure to Announce all the more disappointing.

Tokyo Electric Power buys liquified natural gas from Russia via Jera, its joint venture with Chubu. We have not monitored any withdrawal Announcement.
Our Moral Verdict

Like Itochu, which also imports Russian commodities, TEPCO has been silent when it comes to leaving Russia. This may be because of Japan’s energy dependence on Russia. Indeed, the Prime Minister told Japanese oil companies to stay invested in the country. However, Russia isn’t the only vendor of LNG, and it is at least plausible that TEPCO could import from elsewhere.

TEPCO needs to behave like the good Japanese companies and not the bad ones. The best example is Honda, which is totally out of Russia, and Hitachi, Sony and Toyota, all of which are on the way out.

Notice

The entire website and our rating methodology are based on a company’s involvement with Russia being measured by Announcements.

We measure this against the ways a company can be involved with Russia through its Activities.

Please also be aware of the Scope of our research, limitations due to Incomplete Information, our Rating Methodology , and our policy relating to any Errors, Omissions & Corrections.

Also, be aware that brands carry the rating information of the company that owns, controls or is associated with them as defined more precisely in Brands Displayed.

The basis of “Rating as of” date is explained here.

Want to give us information on a company?

We will be extending our service from the top 200 companies in the world to the top 500. We are interested in information about their continuing involvement with or in Russia from reliable published sources.

Want to suggest a correction to your company?

If you represent a corporation and feel it is inaccurately or otherwise unfairly presented, you should email us in the window below a scan of a document signed by a director of the ultimate parent company (“Parent”) we listed on the site, stating your position about our information as of the ‘Rating as of’ date listed below our information providing a clear factual statement in support of your disagreement in such a manner and in sufficient detail that we will be able to re-rate the company in accordance with our Rating Methodology. If you do not provide sufficient detail, we will not consider re-rating and do not have time to engage in discussions but will solely consider sufficiently comprehensive information via this process.
